Student Information

To the Students, Faculty and Staff of the Washburn Community:

We have all worked diligently through the pandemic to protect the health and safety of our community. As a result, we have had relatively few cases of COVID-19 at Washburn. We have consistently relied upon the CDC and the Shawnee County Health Department guidance during this time to prevent the spread of COVID-19.

In reviewing recent guidance and the fact the Delta variant is widespread in our community, we determined that some continued precautions will be necessary to ensure and maintain our traditional in-person classroom and campus experience.

Vaccines: We strongly encourage everyone to get one of the vaccines. The vaccines are available in our student health clinic for free, as well as in numerous locations around Topeka and throughout the state.

Masks: We will require the use of masks beginning August 9 while indoors regardless of vaccination status with some limited exceptions <See "Mask Regulations" on Covid webpage for exceptions>. Masks are not required if a person is alone in workspaces and offices. Masks are optional but strongly recommended in outdoor public spaces where social distancing is not possible.

If you are unable to wear a mask, you can seek an individual accommodation through the Office of Diversity and Inclusion (for students) or Human Resources (for faculty and staff).

A reminder that those students living in the residence halls will be required to present proof of vaccination or a recent negative COVID test in order to move in. If you don’t have one of the two required documents, we will send you to the Student Health Clinic for a test prior to move in.

This mask policy will be reviewed weekly and will be updated and/or rescinded as appropriate. We hope these requirements will be temporary. The best way to assure that is temporary is to get vaccinated and encourage everyone who is able to do the same.

The COVID-19 Steering Committee

Background

The Centers for Disease Control and Prevention, or CDC, Kansas Department of Health and Environment, and Shawnee County Health Department all recently changed guidance to recommend use of face masks indoors and when social distancing cannot be maintained in areas of substantial or high rate of transmission (Shawnee County fits this definition). All entities recommend the use face masks to prevent the spread of COVID-19 for all individuals regardless of vaccination status.

Definitions:

“Mask” means a covering of the nose and mouth that is secured to the head with ties, straps, or loops over the ears or is simply wrapped around the lower face. A mask or other face covering can be made of fabric/cloth or can be disposable. It can be factory made or made from household items.

  • The following are not acceptable masks as of 8/17/20: a face shield; and masks that have a ventilation valve or vent.

“Public space” means any indoor or outdoor space open to members of the public. This means areas where the public is welcome to engage with employees without greater permission and does not include private offices or workspaces (as the public must be invited into these spaces).

“Social distancing,” also called “physical distancing,” means keeping at least 6 feet between yourself and others who are not from your household, except for infrequent or incidental moments of closer proximity.

Regulations:

  1. Students, faculty, staff, and visitors must wear masks while on the Washburn and Washburn Institute of Technology campuses indoors regardless of vaccination status.
    1. Masks are not required if alone in offices or workspaces.
    2. Masks are not required if social distancing can be maintained in public gathering spaces but are strongly recommended.
    3. Employees who work in public spaces may keep their mask off when the public or coworkers are not present, provided there is at least 6 feet distance or adequate time to put the mask on to interact with other persons (except for infrequent or incidental moments of closer proximity).
  2. Exceptions from mask requirements:
    1. Communicating with persons who have a hearing impairment.
    2. Under special circumstances where social distancing can be maintained consistently, where an approved alternative health and safety plan is in place and, where the plan has been approved by all supervisors and the respective area head. Any alternative plan will be published on the COVID website.
    3. Persons speaking or presenting to an audience if more than 10 feet distance can be achieved. (Per Shawnee County Health Officer Recommendation 7/28/21)
    4. Engaging in a class with strenuous physical activity, including athletes who are engaged in organized sports activities, or while exercising at the Rec Center.
    5. In common areas of residence halls (e.g. hallways and study lounges) as long as individuals can maintain social distance. Roommates and Suitemates are considered a “family” unit, so masks are not required in rooms or suites.
    6. Working in a setting where masks may increase the risk of heat-related illness or cause safety concerns related to their work as determined by workplace safety guidelines.
    7. Working in a setting that a regulatory entity or professional association has determined should not be done while wearing a mask.
    8. While eating or drinking in an appropriately designated location, provided social distancing can be maintained.
    9. Visitors age ten years and under.
    10. Participating in any lawful activity during which wearing a mask is prohibited by law.
  3. Departments or programs may have more stringent guidelines as approved.
  4. Students, faculty, staff and visitors are required to provide their own masks and are responsible for cleaning their own mask.
    1. Acceptable masks must meet the definition above, follow CDC guidelines, and fabric/cloth masks should have at least two layers.
    2. Departments with frequent visitors are encouraged to have disposable masks available to provide visitors if needed.
  5. Individuals who have a disability and may need reasonable accommodations related to the use of masks may contact Teresa Lee at Human Resources at teresa.lee@washburn.edu (for employees) or the Office of Diversity and Inclusion, at diversity.inclusion@washburn.edu (for students) for assistance.
  6. Please review CDC information on how to wear and clean a mask.

Enforcement

All students, faculty, staff and visitors are expected to adhere to these regulations. In classrooms, faculty have the right to deny a student entry into the room if the student is not wearing a mask. Violations of this regulation by faculty, staff or visitors, including contractors and vendors, should be reported to Human Resources; violations by students should be reported to the Office of Student Life.

Failure to comply with mask requirements may result in discipline according to applicable university policies, ranging from a warning letter to removal from campus. Any sanctions imposed on students, faculty, and staff will consider the facts surrounding the violation and an individual’s non-compliance with this regulation. If there have been previous violations, the type of sanctions or corrective actions taken against the violator shall also be considered.

Student Health Services offers the Moderna, Pfizer, and Johnson & Johnson vaccines. Please call 785-670-1470 for a vaccine appointment.

 

According to the CDC, symptoms of the coronavirus include:

  • fever or chills
  • cough
  • shortness of breath or difficulty breathing
  • fatigue
  • muscle or body aches
  • headache
  • new loss of taste or smell
  • sore throat
  • congestion or runny nose
  • nausea or vomiting
  • diarrhea

 

Consider getting tested if:

  • You have symptoms of COVID-19
  • You have had close contact with someone who tested positive for COVID-19
  • You have taken part in activities that put you at higher risk for COVID-19 because you cannot socially distance as needed, such as travel, attending large social or mass gatherings or being in crowded indoor settings.
  • You have been asked or referred to get testing by your healthcare provider, local or state ​health department.

We have two options to test for COVID-19 on campus. Both are without cost to students, faculty and staff.

Saliva PCR Test

  • This is a gold standard test that must be sent to an outside lab and results can take a day or two

Rapid Antigen Nasal Swab COVID-19 Test

  • Can be completed on-site with results in about 15 minutes

The quick results of the rapid antigen nasal swab test are a real advantage, but there are a few instances where the PCR test might be required – some clinical sites for healthcare workers, for instance.

I am contacted as a part of contact tracing?

  • Do not come to campus
  • If you are contacted as part of contact tracing, it means you have had close contact with someone who has tested positive for COVID-19
    • For the purpose of COVID-19 contact tracing, Shawnee County follows the CDC definition. The CDC defines close contact  as someone who was within 6 feet of an infected person for a cumulative total of 15 minutes or more over a 24-hour period starting from 2 days before illness onset (or, for asymptomatic patients, 2 days prior to test specimen collection) until the time the patient is isolated. 
  • The identity of the person who has tested positive will not be revealed to you.
  • You will be told to quarantine yourself for 10 days after your last exposure.
  • You may be advised to seek testing for COVID-19.

I am notified I was in class with someone who tested positive for COVID-19?
  • This notification is informational only and there are no specific recommendations for next steps.
  • Consult Shawnee County Health Department guidelines, your health provider, or Student Health Services if you have questions.

Whether you want to draw your own boundaries or are frustrated with someone else’s boundaries, this can be hard time to communicate with friends and loved ones. Here are some tips to have productive conversations without hurt feelings.

How to Communicate Your Boundaries and Respectfully Say “No”

Saying no to people you love is never easy. And as the pandemic drags on, it’s probably feeling harder than ever to pass up the opportunity to gather with family or friends and get a little taste of normal. But knowing how – and when – to say no is the first step to protecting your health and the health of the people you care about. Here are a few tools to help with these situations:

Be clear about your limits

It can feel uncomfortable to ask a lot of specific questions about an event. Instead, you can simply explain what you would feel safe doing. For example, “I’d love to come, but I want to be sure I’ll feel safe. If everyone will be outside, wearing masks and spread out, I’ll be there for an hour or so.”

Gather your thoughts

With so many factors to consider right now, it can be hard to respond in the moment. It’s ok to take time to think. To buy yourself a little time to consider, try something like: “Thank you for the invite! It’s tempting. Let me get back to you tomorrow with what would work for me.”

Offer alternatives

Ask if there is another way to connect with the person who invites you to a gathering. Acknowledge you really want to see them but want to keep everyone safe. Gatherings over video or socially-distanced and outdoors are both good alternatives to gathering indoors.

There are restrictions on gatherings

Restrictions on gatherings vary by location, so check your city and county restrictions for guidance. If you get an invitation that doesn’t follow the current restrictions, please say no. Respecting the current restrictions is a way to do your part to help yourself, your friends and family and your community.

Be clear

Saying no effectively starts with just that – saying no. A simple, direct no, is the best way to make yourself understood and closes the door for negotiations. Your “no” is enough. If you get pushed for more reasons or are accused of being too cautious, you aren’t obligated to reply.

Be honest

Excuses are tempting, but they can easily backfire when your convenient excuse is met with an equally convenient solution. Honesty is usually the best policy: “I wish we could get together, but I don’t want to do anything to risk you or my family/myself getting sick.”


Respecting Boundaries

Hearing “no” from family and friends can be hard – especially in a time as difficult as this.

It’s easy to be frustrated with other people’s boundaries and respond in ways that make people feel guilty for their decisions. Before you respond to someone who has said “no” to your invitation, remember:

They feel bad too

No one is enjoying being away from the people they care about, and turning down invitations is difficult for everyone. If someone tells you they aren’t comfortable gathering right now, it’s important to understand they are making a decision they feel is important to protect they and their loved ones’ health.

Show you care

Other’s decisions to skip gatherings right now aren’t about not wanting to see you. Even if you don’t agree, try to let them know you understand and look forward to seeing them in the future.

Offer alternatives

Saying “no” to a group gathering doesn’t mean they are saying no to everything. Ask if there is another way to see each other that would be more comfortable for them, and listen without pushing them to change their point of view.

WUPRPM Regulations and Procedures

  1. Recruitment and Employment

 

Telecommuting. Telecommuting is an approved work arrangement, for a specified time, in which some or all work duties are performed remotely at an off-campus location (e.g., home) by an Employee. Either the Employee, the Department or Administration, may initiate a request to telecommute. Telecommuting arrangements are not permanent and subject to change.

20.1 Employees approved to telecommute are expected to adhere to the following:

  • Will comply with all Federal, State, Local and/or University, policies, regulations and procedures that would apply if the Employee were working at the regular University worksite;
  • Will review the University’s Information and Technology Services regulations and procedures as described in the WUPRPM, Regulations and Procedures, section BB. Information and Technologies Services prior to or at the start of telecommuting;
  • Hours of work, compensation, record keeping (e.g., time sheets) meal periods, breaks, requests for leave (e.g., personal and/or sick) will be followed as if the Employee were working at the regular University worksite. Non-exempt Employees will receive prior approval from their supervisor before performing any overtime work while telecommuting;
  • Will establish an appropriate remote work environment to ensure reasonable safety and health standards. Any costs associated with the setup of an off campus site will be the responsibility of the Employee. Additional telecommuting costs, which may be required by the University, will need pre-approval prior to purchase.  Duties will be performed in an appropriate and safe work environment.  Employees will be covered by workers’ compensation for job-related injuries/illness which occur in the course and scope of employment while telecommuting and are expected to follow appropriate procedures when reporting a work related injury/illness or seeking treatment;
  • Employees are responsible for notifying their supervisor of any problems with connectivity and technological access needed to perform work duties.
  • Ensure the protection of University property, including equipment and data. This may include, but is not limited to, locked files, regular password maintenance and other procedures necessary for the job and the environment;
  • Responsible for the same performance and conduct expectations, including communications with colleagues, supervisors and/or Employees whom they supervise, as if they were working at the regular University worksite and will notify supervisor promptly if there is not a sufficient amount of work to perform while telecommuting.

20.2 Supervisors of employees approved to telecommute are expected to adhere to the following:

  • Comply with all Federal, State, Local and/or University, policies, regulations and procedures that would apply if the Employee were working at the regular University worksite.
  • Determine and convey job responsibilities and reasonable performance expectations and goals, including special performance reviews as appropriate.
  • Adjust schedules, including in-person or telecommute duties, as needed to ensure appropriate functions of the unit are being met.

WUPRPM Regulations and Procedures

  1. Risk Management and Safety

 

  1. Communicable Disease.

20.1 Purpose.  To set forth procedures and regulations regarding the prevention, mitigation and/or management of Communicable Disease on campus to protect students, faculty and staff. 

20.2  Definitions.

20.2.1  “Communicable Disease” is an infectious disease transmissible (as from person to person) by direct or indirect contact with an affected individual, including by not limited to, hepatitis A, B and C, tuberculosis, rubella, chicken pox, shingles, influenza, measles, meningitis, COVID-19 and others as may be identified by local, state and/or federal agencies.

20.2.2 “Direct or Indirect Contact”. 

  • “Direct Contact” occurs when there is a physical contact between an infected person or a susceptible person.
  • “Indirect Contact” occurs when there is no direct human-to-human contact. Indirect contact may occur in several ways, including but limited to, when an infected person sneezes or coughs and the infectious droplets are inhaled, when a healthy person touches a contaminated object or surface and then touch their hands, eyes, nose or mouth prior to following universal precautions.

20.2.3. “Health Care Provider” for purposes of this regulation will adhere to the same definition as used by the Family and Medical Leave Act.

20.2.4 “Universal Precautions” is an approach used to prevent and/or mitigate the spread of infectious disease from bloodborne pathogens and/or certain body fluids. This includes, but is not limited to, following proper hand hygiene, wearing personal protective equipment when appropriate, maintaining respiratory hygiene and cough etiquette, using adequate procedures for cleaning and disinfection. 

20.3 Notification: Employees who have or suspect they are infected with a Communicable Disease should seek expert medical advice from a health care provider and are encouraged to advise local health authorities of possible public health threat when appropriate.  Employees should follow the directions of local health authorities in order to prevent the spread of infection and protect their own health.  Employees who have a Communicable disease and may be at risk for transmitting the illness through direct or indirect contact to other students, faculty and/or staff should notify Human Resources promptly. Students who have a Communicable disease and may be at risk for transmitting the illness through direct or indirect contact to other students, faculty and/or staff should notify Student Health promptly. 

Employees who present a health risk to other students, faculty and/or staff should conduct themselves responsibly for their own protection and the protection of others in the community, follow universal precautions as appropriate, and not knowingly engage in any activity which creates a material risk of transmission to others.

20.4 Returning to work. Employees should present a medical release, with or without restrictions, to Human Resources prior to returning to work from a Communicable Disease.

20.5 Compliance. The University will consider all recommendations statutes and/or regulations from any local, state and/or federal agency related to Communicable Disease.  The University will consider all applicable recommendations, statutes and/or regulations which protect the privacy of persons who have a Communicable Disease. Every effort will be made to ensure procedurally sufficient safeguards to maintain the personal confidence about persons who have Communicable Diseases. 

Reopening Plans

Door Entry Signs will be installed at all of the entrances to all buildings.  Those will be installed by Facilties Services.  All signage in public spaces will be installed by Facilities

As a part of the Campus re-opening efforts, Purchasing and Facilities Services acquired personal protective equipment (PPE) and cleaning supplies for use at all campus locations.  Individual departments are not to purchase PPE or cleaning supplies directly from outside vendors.  They are to submit a Facilities Service work order specifying the needed PPE and cleaning supplies, with the resulting costs charged back to a department provided FOAPAL.
 
To acquire PPE items: Departments should have an approved operational re-opening plan.Submit a work order request for the PPE and cleaning supplies needed.  List quantity of each item needed.
